The Development Review Committee (DRC) is comprised of Town staff members including, but not limited to, the Community Development Director, Fire Marshal, Public Safety Chief, Public Works Director and City Engineer. The DRC reviews all development applications for compliance with Town codes and ordinances.
Pre-Application Meeting with DRC
Before submitting any development application to the Town, all applicants are encouraged to confer with the Development Review Committee (DRC) to discuss proposals. The purpose of the Pre-Application meeting is for the applicant to become familiar with the Town's development procedures, applications, scheduling, and information requirements for applications. It also gives them a chance to go over any applicable Town ordinances as it pertains to each proposal. Following the completion of the meeting, the DRC staff members may confer with the applicant to discuss any matters that will assist the applicant in preparing a complete development application. There is no review fee required for a Pre-Application conference with the DRC.

Submittal and Development Review Committee (DRC) Review Process
The applicant submits a complete application, required fees, and 6 copies of initial plans for review by the Development Review Committee by noon on the Friday listed in the Development Review Schedule. Applications and process flowcharts are available on the Applications, Fees and Procedures page.
The Community Development Director will help guide the applicants through the process as smoothly and efficiently as possible while meeting the requirements of the Town codes. The application will be distributed to DRC members on Monday and they will have one (1) week, or five (5) days, to review the application. Upon the completion of the review, the Community Development Director compiles the reviews from the DRC members, forwards the comments and mark-ups from the first review to the applicant, and notifies the applicant on whether the project requires a re-submittal. If the application complies with Town ordinances, it may be approved by Staff or scheduled for the Planning & Zoning Commission and/or Town Council for consideration.
If an application requires a re-submittal, the applicant revises the plan to address comments made by the DRC and resubmits copies for the second review by noon on the Friday listed in the Development Review Schedule. The revised application will be distributed to DRC members on Monday and they will have three (3) days to review the application. Upon the completion of the review, the Community Development Director compiles the reviews from the DRC members, forwards the comments and mark-ups from the second review to the applicant, and notifies the applicant on whether the project requires a re-submittal. If the application meets the requirements of the Town codes, it may be approved by Staff or scheduled for Planning & Zoning Commission and/or Town Council consideration. This process continues until all Staff comments have been addressed and the application complies with Town ordinances. The applicant may schedule a meeting with the DRC members at any time to discuss the comments.
Planning and Zoning Commission (P&Z)
If the application requires recommendation or approval by the Planning and Zoning Commission (P&Z), Staff places the project/proposal on the P&Z meeting agenda for their consideration. Staff prepares a report and forwards the report and plans for P&Z's consideration. P&Z conducts a public hearing, if required, discusses the project, and votes for approval or denial, or makes a recommendation to the Town Council. P&Z typically meets on the first Monday of every month at 7:00 p.m. in the Council Chambers at Pantego Town Hall located at 1614 South Bowen Road.
If the application requires approval by the Town Council, the application is placed on the Town Council agenda after it has received a recommendation from P&Z. Staff forwards the staff report, the P&Z recommendation, public responses (if any), and plans to the Town Council. Town Council conducts a public hearing, if required, discusses the project and votes for approval, approval with conditions, or denial. Town Council generally meets twice a month, on the second and fourth Monday, at 7:30 p.m. in the Council Chambers at Pantego Town Hall located at 1614 South Bowen Road.
Public Hearing Process
Some development applications require a public hearing process in accordance with state laws. Written notice of all public hearings are sent to all owners of property, or to the person rendering the same for Town taxes, located within the area of application and within two hundred feet (200') of any property affected thereby, within not less than ten (10) days before a scheduled P&Z meeting is held. The notice may be served by using the last known address as listed on the latest approved tax roll and depositing the notice, postage paid, in the United States mail. Notice of the public hearing is also published in the newspaper not less than fifteen (15) days prior to the Town Council meeting date.
Staff will place at least one sign on the property for which the application has been proposed ten (10) days prior to the P&Z meeting date. This sign will, if at all possible, be placed adjacent to a public street. The applicant is responsible for ensuring that the sign remains on the property until the Town Council's final action. Staff will remove the sign from the property after the final action by the Town Council, or upon withdrawal of the application by the applicant.
